To our fellow cannabis consumers, industry professionals, and advocates for personal freedom: the legal landscape in Massachusetts is facing its most significant threat since we first ended prohibition in 2016. A coordinated, aggressive campaign is currently underway to dismantle the adult-use cannabis industry and eliminate the right to home grow during the 2026 midterms. It is vital that we understand exactly who is driving this anti-cannabis agenda and what a Massachusetts Cannabis Repeal would truly mean for our local communities.
While the push for a Massachusetts Cannabis Repeal is being marketed as a grassroots local effort to “restore sensible policy,” financial disclosures reveal a different reality. The campaign, operating under the name “Coalition for a Healthy Massachusetts,” is almost entirely bankrolled by SAM (Smart Approaches to Marijuana), a national prohibitionist organization headquartered in Virginia.
Recent filings with the Office of Campaign and Political Finance show that SAM has injected over $1.5 million into the Massachusetts campaign. This capital originates from a “dark money” 501(c)(4) structure, allowing the group to shield its donors from public view. This isn’t just a local concern; SAM is simultaneously running a mirrored playbook in Maine, attempting to use outside influence to override the established will of Bay State voters.
In February 2026, SAM hosted its “Good Drug Policy Summit” in Washington, D.C. Despite billing the event as an educational opportunity, the organization faced immediate backlash for barring multiple drug policy experts from entering. Organizations like Students for Sensible Drug Policy (SSDP) reported that their members had their paid tickets revoked and refunded without explanation just days before the event.
This highlights a troubling pattern: the movement for a Massachusetts Cannabis Repeal consistently relies on insulating itself from evidence-based scrutiny. By refusing to engage with peer-reviewed science, they aim to maintain a monopoly on the narrative. They don’t want a debate; they want an echo chamber where they can legislate their agenda without answering for the skewed data they provide to the public.
The impact of a successful Massachusetts Cannabis Repeal would be nothing short of catastrophic. Since 2018, the industry has transitioned from a new experiment into a foundational cornerstone of our regional economy.
The End of Home Grow: Perhaps most alarming for many enthusiasts is that this initiative would completely eliminate the right to home grow for personal use. This takes away the freedom of adults to cultivate their own medicine or recreational plants, forcing everyone back into a “pay-to-play” model or, worse, the illicit market.
Massive Job Loss: Over 30,000 jobs—ranging from retail budtenders and laboratory technicians to cultivation specialists—would be eliminated overnight.
A $9 Billion Industry Vaporized: We are looking at the potential destruction of an industry that has seen cumulative sales exceed $9 billion since inception.
Drained Public Services: The industry generated nearly $300 million in state tax revenue in the last fiscal year alone. These funds support restorative justice, public education, and municipal health programs that would face immediate budget shortfalls.
The Return of the “Black Market”: Repealing adult-use sales and home cultivation doesn’t stop consumption; it simply removes safety standards. Consumers would be forced back to an unregulated market where products are untested for heavy metals or pesticides.

Allegations suggest that paid signature gatherers at locations like Trader Joe’s and Gillette Stadium misled voters, claiming the petition was for “affordable housing” or “getting fentanyl off the streets.” Despite these fraud allegations, the initiative has been certified to move forward.
We are committed to performing a “deep dive” into the final ballot language once it is released. We will ensure every voter knows exactly what a “Yes” or “No” vote means for their rights. Don’t let shadowy, out-of-state groups dictate what Bay Staters can do. We built this. And together, we will protect it.
